Allow tickets to be unassigned   new

If I create a batch of new tickets for a new feature, I don't always know who will be responsible for them.

In these cases, It would be convenient to be able to NOT assign a user to a ticket.

This is especially true of open source projects or any large collaboration.

I have worked around this by creating a dummy account with the name "unassigned".

It appears the Codaset team has worked around this by having "Codaset" be the owner of unassigned tickets.

It would also be nice to be able to filter the ticket list for those that are unassigned. This makes it easier to see what still needs to be done that no one has started working on yet.

   Markdown is supported in tickets and comments.
